Frank Best is vice president, General Counsel, Insurance Operations and Corporate Secretary. In this role he is responsible for providing general legal assistance to all areas of the company, manages the delivery of legal services by outside counsel, manages board issues for Penn Mutual and its subsidiaries and is the chair of Penn Mutual’s Political Action Committee. Widely known and influential throughout the industry, Frank blogs on the wide range of legal issues that touch on insurance policies and the insurance industry.

Frank has served as legal counsel at Penn Mutual since 1974. He began his legal career as an Associate at MacCoy, Evans & Lewis.

Frank holds a Bachelor’s degree in Political Science from Yale University, where he was in the Glee Club, and a J.D. from the University of Pennsylvania Law School.
